The aim of this study was to assess the effectiveness of nitrogen and phosphorus removal in municipal wastewater treatment plants in Poland in 2022–2024 based on data from the National Municipal Wastewater Treatment Programme (KPOŚK). The extent to which the results support the assessment of agglomeration compliance with the requirements of Directive 91/271/EEC was also examined. The analysis covered total nitrogen and total phosphorus concentrations in influent and treated wastewater, as well as the percentage removal of both indicators, with treatment plants divided into size classes expressed as population equivalents (p.e.). The analysis was supplemented with data on agglomeration compliance, selected infrastructure indicators, and monitoring data on the eutrophication of surface waters. It was found that larger treatment plants generally achieved lower nitrogen and phosphorus concentrations in treated wastewater and more stable nutrient removal performance than smaller facilities. In 2022-2024, the share of agglomerations meeting condition III increased from 52.16% to 55.48%; however, full compliance was not achieved. The results indicate that the assessment of nutrient removal effectiveness requires the combined consideration of wastewater treatment plant operating results, agglomeration compliance, and the broader infrastructural and environmental context.
