Abstract

According to the Regulation of the Minister of Climate and Environment of December 9, 2021, on the conditions for determining the technical possibility and cost-effectiveness of using heat meters, heating cost allocators, and water meters for measuring domestic hot water, the conditions for selecting a method of heat purchase cost settlement, and 
the scope of information included in individual settlements published in the Journal of Laws of the Republic of Poland (Dz. U. of December 9, 2021, item 2273) § 8. 1 [3] the maximum variable cost of heat purchase is calculated as the amount of heat consumption for a given premises resulting from the technical possibility of supplying heat to the premises. The amount of heat taken depends on the temperature to which the premises are heated. The maximum variable cost of purchasing heat refers to the maximum flow of heat delivered to the premises, which is related to the maximum temperature in the rooms of the premises. This article proposes a method for determining the maximum average heating season temperature values in the residential units of multi-family buildings. The impact of building 
thermal modernization and changes in the flow of the heating medium going to the radiator on temperature was analyzed. The analysis assumed that the thermal modernization of buildings most often consisted of insulating the external partitions of the building and possibly replacing the windows with modern ones with a lower heat transfer coefficient, as well as replacing old-type radiator valves with thermostatic valves. This type of thermal modernization was taken into account in the article. It was also assumed in the analysis that the radiator thermostatic valves are fully open. Based on data regarding averaged heating period parameters and information obtained from the Housing Cooperative concerning heat consumption by residential buildings during the heating period in the years before and after thermal modernization, the average annual temperature was determined. Conclusions are presented at the end of the article.
